Google Page Rank is Dynamic in Case of Penalties?

For those of you that care… I’ve seen my PageRank go down then back up as a result of something I did recently. I think. Hard to guess, but, this is the only thing I’ve changed at all recently that could affect my PageRank so dramatically… unless someone with high PR unlinked to me then relinked…

Here’s what happened:

I did some SEO for a small start-up company. The site was brand new. It was weak. There was little content. The owner may have bought links all over the web to point to his site. I linked to his site from one of my sites with a PR 4 because his site was focused on similar things as that site (Thailand). His site had a PR 0.

Those links were in place about 2 weeks when I noticed something bad. The site that I linked to his site with dropped to PR 3.

HUH? We didn’t have a PageRank update. I wondered what was going on. Anyway, a week ago, the guy stopped paying for SEO. I removed the 3 contextual links I gave him. Today I notice, my PR went back up to a PR 4.

Is PageRank now dynamic in the case of penalties? Anyone experiencing same things going on with their Page Rank?
